	&amp;quot;Time to Act&amp;quot; is a report more than three years in the making from the prestigious Council on Advancing Adolescent Literacy and generated by the Carnegie Corporation of New York. Written with the public agenda in mind, the report covers both the vision and challenges of readying our adolescents (grades 4-12) for college or careers. Issues surrounding the problems of adolescent literacy include an increase in literacy demands, a change in students themselves, and how most schools and instructional practices have not changed fast enough or deeply enough in response to these issues.&lt;/p&gt;
&lt;p&gt;
	Advocating for successful reform, the report incorporates teacher preparation and professional development, data collection and use, change in school culture, change at the district and state levels of education. A clear and persuasive call for educational reform summarizes the report findings and provides steps for action.&lt;/p&gt;
